New Delhi: EVMs and VVPATs deployed for the Delhi assembly elections have been stored in 70 strong rooms and were covered by three tier security,” said Delhi Chief Electoral Officer (CEO) R. Alice Vaz during his daily briefing on election preparations today.
All arrangements requisite have been put in place to secure polled EVMs and VVPATs as per ECI protocols. Residents of Delhi executed their voting rights for assembly elections on 5th February, results will be out on 8th February. Voting counting will start on Saturday, 8 am.
Witnessing the ease of the entire process, all 5000 employees deployed for the counting of votes including counting observers, counting assistants, micro observers, statistical support, and other lower cadre members have been trained and deployed for the counting process. The Voter slips belonging to five VVPATs per assembly constituency will be counted in a random manner.
Furthermore, the CEO highlighted that all 70 assembly returning officers have conducted the scrutiny of election documents such as Form 17C and Presiding Officers’ Diary along with general observers, contestants, and their agents as allowed. During scrutiny, the election documents were all found in order systematically.
As claimed by her, equity and openness were achieved in the elections by the presence of observers and candidates as well as their representatives. No complaints were put forth by any of the candidates during the examination, hence there was no reason for re-polling on polling day.
Security has been staged in three tiers and is operational 24 hours a day to guard the VVPATs and the EVMs. The Central Armed Paramilitary Forces CAPFs guard the most central area while the furthest area is guarded by the State Armed Police. CCTV camera rea covers the doors of the strong rooms that are interlocked and the corridors. The strong rooms have a single entry and exit point and a double lock system.
As claimed by the Chief Electoral Officer's office, videography is done as a matter of necessity while closing and opening the strong rooms. Videographic logs will have the visits of the identified personnel - General Observer, DEO and DCP captured. Alongside the strong room, an operational control room situated nearby the strong room has been established.
Furthermore, the Chief Executive Officer explained that the agents or proxies of the contesting candidates are free to monitor the CCTV cameras that have been set up to view the area’s security arrangements for these strong rooms 24 hours a day. They have also been provided with suitable accommodation facilities that will ensure their comfort at the strong room locations.
