
The Punjab government, led by the Aam Aadmi Party (AAP), presented its budget for the financial year 2025–26 on Wednesday. Finance Minister Harpal Singh Cheema announced a total outlay of ₹2.36 lakh crore, placing strong emphasis on health, drug de-addiction, and industrial development.
Anti-Drug Campaign and First-Ever Drug Census
Highlighting the government’s resolve to tackle Punjab’s drug crisis, Cheema announced the state’s first drug census. The initiative aims to assess the extent of drug addiction, analyze the use of de-addiction centers, and strengthen policy responses. In addition, 5,000 home guards will be deployed alongside the Border Security Force (BSF) as part of a secondary defense line.
Universal Health Insurance Scheme for 65 Lakh Families
In a significant healthcare move, the Punjab government plans to make the State Health Insurance Scheme universal in 2025-26. This initiative will benefit all 65 lakh families across urban and rural areas, removing eligibility restrictions and ensuring equal access for all income groups.
Cheema credited this step to the visionary leadership of Chief Minister Bhagwant Mann, stating that the scheme would bring inclusive healthcare within reach for every Punjabi citizen.
₹3,426 Crore Allocated for Industry, MSME Boost
To support economic growth and job creation, the Punjab government allocated:
₹3,426 crore for industrial development
₹250 crore in financial incentives for industries
₹120 crore for MSME promotion, including the Unity Mall in Amritsar
₹10 crore for upgrading auto parts and hand tools tech in Ludhiana
These initiatives aim to promote manufacturing, boost exports, and enhance local employment.
